What is a Hiring Freeze?

A hiring freeze is a temporary suspension of new hiring across an organisation or specific departments. It is typically enacted during economic uncertainty, budget cuts, restructuring, or when the company needs to control costs. During a freeze, open positions are paused, no new requisitions are approved, and recruitment activity is reduced or stopped. Some freezes have exceptions for critical roles.

Why it matters

Hiring freezes are disruptive to recruitment teams and can damage talent pipelines if not managed well. The key is to use a freeze productively: maintaining relationships with top candidates in the pipeline, improving employer branding, optimising recruitment processes, and building talent pools so that when the freeze lifts, the team can ramp up quickly. Organisations that go dark during a freeze often struggle to restart hiring because their candidate relationships have gone cold.
